Maryland cannabis dispensaries need a POS that integrates with Metrc, the state's seed-to-sale tracking system. Since adult-use sales began on July 1, 2023, dispensary POS in Maryland also has to handle dual medical and adult-use programs in the same transaction stream: different tax rates, different purchase limits, different reporting buckets. What Maryland requires from your POS

The Maryland Cannabis Administration (MCA) regulates both medical and adult-use cannabis as of July 1, 2023. The system must also apply the 9% sales tax to adult-use transactions while keeping medical patient sales tax-exempt. Adult-use changeover and POS impact

July 1, 2023 was a hard switch in Maryland. Existing medical dispensaries received converted licenses that allowed adult-use sales the same day, with no separate adult-use storefront required. POS vendors had roughly six months from the November 2022 ballot to add Maryland adult-use support: separate tax rate, separate purchase limit, separate ID verification for non-patients, separate state reporting category.

Operators that switched POS during the conversion window paid a premium for rushed migrations. Operators that stayed on their existing Metrc-integrated POS and waited for vendor updates fared better. Most major vendors shipped Maryland adult-use support before July 1, 2023.

Three cost lines apply. Software subscription: $400 to $1,500 per location per month. Payment processing: 3% to 5% on PIN debit or ACH (major card networks still restrict cannabis). Hardware: $1,500 to $3,500 per terminal one-time, or $80 to $150 per month if leased. One-time implementation runs $1,000 to $5,000 covering Metrc credentials setup, menu build, and training.

Contract length matters. 24 to 36 month minimums in exchange for a 15% to 25% discount are standard. Negotiate a termination clause that protects you if Metrc service degrades or if Maryland switches traceability systems (Maryland's current Metrc contract terms are not public, so a future re-bid is possible).

Maryland-specific compliance considerations

Maryland's dual-program structure creates a few POS features worth verifying before signing. Dual ID flow: the POS should let a single customer transact as either a medical patient or adult-use buyer in the same store on the same day, with the correct tax and limit applied. Patient privacy: medical patient data falls under MCA confidentiality rules, so the POS should support segregating patient records from adult-use customer marketing lists. Veteran and hardship reduced-fee patient discounts: the POS should automate the discount and report it correctly to Metrc.

Maryland is also part of the social equity license expansion. New operators opening under the social equity round in 2024 and 2025 are evaluating POS vendors fresh. Cova and Flowhub have been the most active in the social equity onboarding cohort based on publicly reported deals.
